本书可以说是笔者多年来研究中观经济学的一部精简本。它非常精炼且旗帜鲜明地提出：

(1) 区域政府是中观经济的市场主体；

(2) 区域政府在资源生成领域运用供给侧三驾马车助推经济增长；

(3) 政府的经济行为冲动源自政府自身内在的“准宏观”与“准微观”双重属性；

(4) 一个区域或一个国家的政府在经济项目、产业链配套与进出口贸易中，围绕着市场要素、市场环境、市场空间等方面展开竞争与合作；

(5) 在不同的经济发展阶段，要取得领先优势，实现可持续增长，政府需要超前引领；

(6) 区域政府与企业共同形成市场经济发展的双轮驱动力；

(7) 宏观、中观、微观经济三者的互动存在关联效应；

(8) 成熟市场经济是强式有为政府与强式有效市场相融合的经济；

本书为探索与破解世界各国经济学理论与经济实践中“政府与市场”关系的难题而作。愿其能在经济学说的历史沿革进程中做出贡献。

This book is a concise edition of the author′s study on mezzoeconomics over the years. The following viewpoints are put forward in this book in a concise and clear manner:

(1) regional governments are the market entity of mezzoeconomy;

(2) a regional government utilizes the supply-side troika to boost economic growth in the field of resource generation;

(3) the economic behavior of a government stems from its inherent “quasi-macro” and“quasi-micro” attributes;

(4) the government of a region or a country compete and cooperate around market factor, market environment and market space in economic projects, industrial chain support, and import and export trade;

(5) a government must achieve foresighted leading in different stages of economic development in order to keep ahead and achieve sustainable growth;

(6) regional governments and enterprises jointly form a double-wheel drive for market economy development;

(7) macroeconomy, mezzoeconomy and microeconomy are correlated;

(8) a mature market economy is the fruit of an effective government fusing with an efficient market;

(9) a region or a country should create new engines of investment, innovation and regulations.

This book aims to discuss and solve the difficulty of addressing the relationship between government and market in global economic theories and practices. The author hopes that this book will contribute to the evolution of economics.
